Position Purpose
The Deputy Chief Technology Officer (CTO) is responsible for supporting and advising the Chief Technology and Security Officer in the daily operational functions, Internal Security, Infrastructure, and associated third-party vendor management. The position requires an individual capable of understanding and navigating the complex interoperability environment and the ability to champion complex technology and security activities including coordination of consultants, MiHIN staff, and working collaboratively with external groups such as state governments, information technology groups, qualified data sharing organizations, and individuals or entities associated with the Nationwide Health Information Network. The Deputy CTO will also assist the Chief Technology and Security Officer in managing budgets, ROI's, and strategies to facilitate alignment of architecture, company vision, and technology platforms.
This is a full-time position where days and hours can vary Monday through Friday, 8:00 AM to 8:00 PM.
Duties and responsibilities
Primary job duties and responsibilities:
The Deputy CTO relies on experience as well as industry best practices to plan and accomplish goals and performs a variety of complex tasks with a wide degree of creativity and latitude necessary to ensure that the MiHIN family of organizations has implemented efficiently, effectively, and securely. Specific examples include:

  • Manage Core Security, Information Technology, and cloud service staff and contractors to ensure timely and efficient deployments
  • Support the CTSO in the budgeting of the Technology portfolio to ensure the sustainability of the platform
  • Inspire new engineers to join the engineering organization and assist in the sourcing/identification of such talent
  • Help set and maintain the technical culture to make sure the company can continue to retain and attract top technical talent.
  • Effectively hold, develop, articulate, and continually evolve the company's strategic technical direction
  • Responsible for making sure the MIHIN family of organizations continues to have the best technology offering in a dynamically-evolving highly-competitive space
  • Continually self-educate, research, and study new technologies and their potential alignment with business strategies
  • Maintain a balance between business and technology strategy by effectively connecting the outside world with the inside through distilling information into the key trends that indicate where the company needs to go next, thus aligning the company's technology strategy with its business strategy
  • Manage and monitor the security and performance of third-party products and cloud-based services utilized by the organizations to ensure adherence to contractually obligated performance metrics and corporate Security Policies and Procedures.
  • Help write or review functional, financial, and technical specifications that describe the required technology, security, and platform needs in appropriate detail; collaborate with other corporate resources or partners in refining/finalizing these specifications and ensure appropriate awareness, completeness, and quality
  • Develop and maintain a broad knowledge of the health information exchange industry, advanced cloud technology, and security practices
  • Develop and maintain a relevant understanding of the MIHIN family of organization's products, integration tools, and techniques to support existing and future technology and security projects
  • Participate in regional or national forums and conferences to advance health information exchange standards for technology and security best practices.
  • Analyze current information technology processing systems to evaluate the effectiveness and make recommendations for improvement
  • Ensure corporate technological processes and services comply with all requirements, laws, and regulations
  • Ensure that Information MiHIN produces, maintains, stores, or transmits remains secure through adherence to MiHIN's Security Policies and Procedures
    Qualifications
    Required qualifications:
    • Ten or more years in the Information Technology industry
    • Five or more year of management experience with direct responsibility for all aspects of an enterprise security and/or information technology platform
    • Five or more years of business development, account management, and contract experience
    • Five or more years in architecting and operating in cloud data centers. AWS experience required
    • Hands-on experience with the AWS console, S3, Lambdas, SNS, SQS, EC2, Linux, and relational databases
    • Strong experience with Atlassian Jira and Confluence. Thorough understanding and experience with Agile methodologies.
    • Five or more years working in a SaaS environment that includes partner networks
    • Five or more years of direct involvement in technical resource recruiting & hiring
    • Ability to describe complex business or technical issues to a variety of audiences, including C-level audiences, non-technical audiences, and highly technical audiences
    • Familiarization with healthcare or other highly regulated environment(s)
    • At least one year of experience working with IHE and HL7 v2 messaging
    • Ability to plan, implement, and evaluate and architect enterprise information technology and security programs
    • Five + years of experience managing global teams
    • Ability to chair and lead the Architecture and Engineering working group consisting of a diverse body of members. Conference speaking experience preferred.
    • Ability to manage budgets and meet project schedules
    • Well-versed and hand-on with domestic and international compliance requirements including SOX, HIPAA, ISO, PCI/DSS, and HITRUST
    • Experience in small and large project management, including managing outside consultants and service providers. PMP and Agile Certifications preferred.
    • Bachelor's degree in computer information systems or related discipline or equivalent work experience with advanced degree work completed or underway
    • Self-motivated, self-disciplined, self-directed and results-oriented
    • Knowledge of MS Word, Excel, PowerPoint, Visio, Draw.io, and Project
    • Willing and able to travel occasionally
